- The program was introduced to improve the safety and ensure the quality of steel bridges and steel-frame buildings after the collapse of Seongsudaegyo Bridge.
- The facility, technical manpower and quality control of the factory that fabricates steel structures are surveyed to judge the rating (Grade 1~4) according to the fabrication capability, and the certificate is issued.
- A post-certification review is conducted once a year to ensure continued quality assurance of being a certified factory.
